The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: positive announcements are delivered from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from across the border, a ability enabled by timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly transforms into sober acceptance: perhaps the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon engaged a aerial vehicle close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to substitute in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This trend will, certainly, endure.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unfeasible to compel Moscow to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its advantage.

Present Conditions

Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
